Ford Focus car problems?

I have a Ford Focus 2000. It has 133,000 miles on it. Recently when driving it, it has been chugging along only once and awhile though. Like something was slipping. And it would also have problems starting (when you turn the key only the dash board lights would come on and nothing else would happen, so I still had lights). Now it won't start at all. Battery is tested and is good. Connections all cleaned and are good.
