I take it the fuel pump on a 96 Explorer is electric yes?Should it be audible when key is on?

All modern fuel injected vehicles have an electric fuel pump. You should hear it especially near the fuel tank. If not, try banging on the fuel tank. This might work once or twice, enough to get it to a repair shop.
