Failed road test -wasn't looking for pedestrians =S ?

when you see a crosswalk ahead down the road, slow down just bit, look left and right (head movement, not eyes) and keep looking for pedestrains and be ready to stop in case there are people waiting to cross the road. the examiner might have meant that you didn't look before making turns or backing up or you didn't look far ahead for pedestrains, concentrated too much on steering wheel and the hood of your car?(new driver seems to do this).
