An truck was stolen at my work, we have the man on film, but I cant unpixel the image to see his face. Help!?

Hello, Recently a truck was stolen from the parking lot of the place I work at. I transferred some of the good shots of the man into JPEG files and tried to do what i knew how in Adobe Photoshop CS3. I couldnt get far. I dont know if there is anything out there that can detect a face and 'guess' what it should look like, even an approximation would really help. It's hard to find stuff like that...if such exists. Any help would be greatly appreciated!
